Overview

Creepy Joe Biden is a running collection of candid photos and animated GIFs showing then Vice President Joe Biden getting physically close to women and girls during official White House events. The images typically catch him whispering into an ear from behind, kissing a cheek, or resting his hands on shoulders while the woman visibly pulls back or freezes up2. Online, the 'Creepy Uncle Joe' nickname quickly got attached to the same footage1.

Most of the source material came from Senate swearing-in ceremonies, where the tradition of a family group photo with the VP gave Biden repeated close-contact moments in front of cameras1. The format works because a single still frame or short loop isolates one awkward micro-moment, letting viewers replay Biden's face inches from someone's ear.

The meme traces to January 6, 2015, when Vice President Biden swore in new and re-elected U.S. senators. During Delaware Senator Chris Coons's family group photo, Biden whispered to Coons's young daughter Maggie and moved in to kiss her cheek, which she dodged by leaning away2. Political blogs including Mediate and BuzzFeed circulated GIFs of the exchange within hours, and Talking Points Memo followed on January 8, 2015 with an essay titled 'Why Does Creepy Uncle Joe Biden Get a Pass From Liberals?'1

How to Use This Meme

People typically pull a still frame or GIF of Biden mid-whisper or mid-lean and pair it with a caption casting the woman as unwilling or oblivious. A common convention is photoshopping him behind fictional characters, celebrities, or friends to recreate the 'serial whisperer' framing popularized by the 2015 Tumblr anime edits3.
